The relationship between casinos and their host communities can be a tenuous one. But, in Plainville, Massachusetts, the opposite is true. Plainville municipal and public safety officials, state lawmakers, all gave resounding approval to relicense Plainridge. No one in an elected capacity or from the public spoke in opposition to the renewal. This October, all got their wish. Plainridge Park Casino License Gets Five More Years.

The Covid-19 Shutdown

Last summer, the town of Plainville opened a newly-constructed $34 million municipal complex. It has made a huge difference in the services the town is able to provide. Payments for that facility are made using the money that Plainridge Park is required to pay its host community monthly.

When Plainridge Park Casino was ordered to shut down in March, Plainville Town Administrator Jennifer Thompson was concerned about her town’s finances. Plainridge didn’t re-open until July.

“Whenever there is a need, [Penn National] step up and they’re there. So they’re really a good neighbor and a good partner and a good friend. They’re truly a member of the community. It is a very, very positive environment.”

“The company could have easily made the argument that they would not be able to honor their required monthly payments to the town. They, in fact, did the complete opposite,” Thompson told the Mass. Gaming Commission on Wednesday. “Penn National reached out to us very early in the shutdown and assured us that they would still provide the town with the much-needed revenue, especially given the dire financial situation the town was in.”

Plainridge Park Casino and Raceway Opened in 2015

The Massachusetts Expanded Gaming Law of 2011 opened the door for the three Massachusetts casinos in business today.

Since it opened June 24, 2015, gamblers have put more than $9.7 billion into the slot machines at Plainridge and the $250 million property has generated about $777 million in gross gaming revenue.

Pre-renewal data needed from Penn National Gaming detailed how the slots parlor has performed. Plainridge Park’s performance was compared to their many company goals set before the facility opened in June 2015. These stats included the expected flow of revenue and what kinds of benefits would accrue to the surrounding communities.

Table Games Addition?

Once again, officials re-initiated the possibility of authorizing table games at the currently slots-only Plainridge Park Casino. Many critics in and out of Massachusetts cite this as essential to Plainridge Park’s future success. Both of the two nearby Rhode Island betting facilities offer table games. In fact, every other casino in New England offers table games.

This leaves Plainridge Park Casino at a future disadvantage. Any long-term strategy for continued success at Plainridge Park Casino must include expanded opportunities in the form of table games in our opinion.

Leadership Change While Plainridge Park Casino License Gets Five More Years

Plainridge Park Casino, the Plainville slots parlor was the first property to open under the state’s expanded gambling law five years ago.

But Plainridge will be moving forward without Lance George, who has been general manager of the property since before it opened, is leaving. George will take over as head of Penn’s Argosy Casino Riverside in Kansas City.

Plainridge Park Casino will be getting a new manager to go with its renewed license. North Grounsell, assistant GM at Penn’s Ameristar Black Hawk casino in Colorado, will step in to run Plainridge. The transition is expected by the end of the year, Penn National confirmed.

Summary

The unanimous decision extends Planridge’s license by five years and marks the first time that the commission has had to reauthorize a casino. The two larger casinos in the state, Encore Boston Harbor in Everett and MGM Springfield, opened later. Their renewals will be coming in future years, with MGM Springfield examined in.

Relevant Legal Statutes on Gambling in Massachusetts*

The minimum legal gambling age in Massachusetts depends upon the gambling activity:

  • Land-Based Casinos: 21
  • Poker Rooms: 21
  • Bingo: 18
  • Lottery: 18
  • Pari-Mutuel Wagering: 18

Since 2011, the Commonwealth of Massachusetts has had three gaming regions, each with one casino resort gaming license:

  • Eastern Region A: This license went to MGM, who constructed a casino in downtown Springfield. It opened on August 24, 2018.
  • Western Region B: This license went to Wynn Resorts, who constructed Encore Boston Harbor in Everett. It opened on June 23, 2019.
  • Southeastern Region C: No license awarded.

Massachusetts gaming regulations define large Category 1 casino resorts and small Category 2 slots parlors as follows:

  • Category One casino:
    • Pay a daily tax of 25% of gross gaming revenue
    • Appropriate documentation of infrastructure improvements onsite and around the vicinity of the gaming establishment
  • Category Two casino:
    • Pay a daily tax of 40% of gross gaming revenue
    • Pay an additional daily assessment of 9% of its gross gaming revenue
    • Appropriate documentation of infrastructure improvements
    • Limited to 1,500 gaming positions

There are three non-tribal casinos and one cruise ship based in Massachusetts.

The largest casino in Massachusetts is Encore Boston Harbor with 2,800 gaming machines.

The second-largest casino is MGM Springfield with 2,550 gaming machines.

Commercial Casinos in Massachusetts

Massachusetts has three land-based casinos including:

  1. Encore Boston Harbor in Everett located 5 miles north of downtown Boston.
  2. MGM Springfield located 92 miles west of Boston and 26 miles north of Hartford, Connecticut.
  3. Plainridge Park Casino in Plainville located 36 miles southwest of Boston and 22 miles northeast of Providence, Rhode Island.

A cruise ship sailing out of the Port of Boston is the NCL Dawn. The ship offers onboard gambling via slot machines and table games when traveling in international waters.

Tribal Casinos in Massachusetts

In 2012, the Commonwealth of Massachusetts and Mashpee Wampanoag Tribe have an approved tribal-state gaming compact to offer tribal gaming in Southeastern Massachusetts. This Region C includes the counties of Bristol, Plymouth, Nantucket, Dukes, and Barnstable.

Subsequently, construction started on The First Light Resort & Casino in Taunton. However, progress has slowed due to lawsuits. Construction has been on hold since mid-2016. It is uncertain whether the casino will ever open.

Another tribal casino may yet open in Massachusetts as it would not require a state gaming license but instead be subject to the federal IGRA. The Aquinnah Cliffs Casino located in Martha’s Vineyard would offer 250 Class II, bingo-style competition games. However, it, too, has also been subject to lawsuits which has delayed its completion.

  • Plainridge Park: 92.37%

In January 2020, Encore Boston Harbor has the highest player win percentage. However, for the prior five months, Plainridge Park had the highest payout win percentage.
